The PSEB has invited all cloud service providers to submit their cloud computing services proposals at subsidized rates via PSEB's platform.

The Pakistan Software Export Board (PSEB) has invited all international and local cloud service providers to submit their cloud computing services proposals at subsidized rates through the PSEB Cloud Platform. The PSEB has also issued a Terms of Reference (ToR) to offer cloud services through a framework agreement with the PSEB.

Cloud Computing Services to increase flexibility and reduce risks

According to PSEB; “For SMEs and especially for the entrepreneurship, capital expenditures (CapEx) and operational expenditures (OpEx) on ICT infrastructure always remain a constraint for their sustainability and rapid expansion.” Hence, to address the ICT infrastructure requirement of the IT industry and minimize its CapEx and OpEx, the best alternative is the Cloud Computing model which enables ubiquitous, convenient, on-demand network access to a shared pool of configurable computing resources (networks, servers, storage, applications, services, etc.).

According to the invitation proposal, the PSEB believes that there is a need to encourage investment in establishing high-tech, resilient, and at-scale data centers in the country to offer all the variants of cloud computing services (IaaS, PaaS, SaaS, XaaS). These cloud computing services will be helpful in enhancing flexibility and responsiveness, reducing operating costs, and decreasing risk. It will also address governance and compliance issues.

Terms of Reference and other details

In the ToRs issued by Pakistan Software Export Board, the cloud computing service providers must submit; the proof of company registration, the participating company/local partner must have an active NTN and GST, and the datacenter of the company should be at least tier-III or tier-IV compliant or certified. It is pertinent to mention here that the international firms can participate directly or with a local partner registered in Pakistan. The complete technical requirements must be submitted with one soft copy in the flash disk on or before date May 24th, 2022 at 03:00 pm in sealed envelope marked as “TECHNICAL PROPOSAL FOR PROVISIONING OF CLOUD SERVICES THROUGH FRAMEWORK AGREEMENT WITH PSEB”.
